Inquiry to the Information and Communications and Posts Administrative Council concerning Partial Revision of the Regulations for Telecommunications Facilities for Telecommunications Business and Appeal for Opinions on Draft Ministerial Ordinance to be Revised
On December 18, 2012, the Ministry of Internal Affairs and Communications (MIC) submitted an inquiry to the Information and Communications and Posts Administrative Council (Chairman: Atsushi Takahashi, Advisor to Sumitomo Mitsui Trust Bank, Limited) concerning a draft ministerial ordinance for partial revision of the Regulations for Telecommunications Facilities for Telecommunications Business (Ministerial Ordinance of MPT No. 30 of 1985) to improve provisions relating to countermeasures against accidents of mobile-phone facilities, etc.
An appeal for opinions on the draft ministerial ordinance inquired and a draft partial revision of the Regulations for Enforcement of the Telecommunications Business Act (Ministerial Ordinance of MPT No. 25 of 1985) will be held from December 19 (Wed), 2012 to January 17 (Thu), 2013.
1. Background and outline of revision
In recent years, many accidents relating to failure of redundant functions and those due to errors in design, setting and installation of telecommunications facilities have occurred in some mobile-phone carriers because of the rapid dissemination of smartphones, and such accidents had a strong impact on people’s lives and social and economic activities.
In view of such background, the Information and Communications Council has deliberated on matters relating to measures for safety and reliability corresponding to the switchover of networks to IP, since April 2012, and a partial report was compiled in November 2012.
This case is, in response to said report, to improve the provisions for countermeasures against burst traffic of mobile-phone facilities, etc. concerning the Regulations for Telecommunications Facilities for Telecommunications Business, etc.

counters of contact.

3. Future plans
The MIC will revise the ministerial ordinance based on results of the appeal for opinions.
Among subjects of this appeal for opinions, results of the appeal for opinions on the draft ministerial ordinance inquired to the Information and Communications and Posts Administrative Council will be reported to the Council and used as reference to a report.
