Partial Revision of Rules for Interconnection Charges, Ministerial Ordinance for Partial Revision of Rules for Interconnection Charges and Rules for Calculation of Grants and Contributions, etc. related to Provision of Universal Telecommunications Services
Report from the Information and Communications and Posts Administrative Council
On December 18, 2012, the Ministry of Internal Affairs and Communications (MIC) received a report on a “Partial Revision of the Rules for Interconnection Charges, the Ministerial Ordinance for Partial Revision of Rules for Interconnection Charges and the Rules for Calculation of Grants and Contributions, etc. related to the Provision of Universal Telecommunications Services” (October 26, 2012, Inquiry No.3049) from the Information and Communications and Posts Administrative Council (Chairman: Atsushi Takahashi, Advisor to Sumitomo Mitsui Trust Bank, Limited) stating its approval of revision as inquired.
The MIC will swiftly revise these ministerial ordinances based on this report.
1. Outline of ministerial ordinances
The Rules for Interconnection Charges (Ministerial Ordinance of MPT No. 64 of 2000), the Ministerial Ordinance for Partial Revision of the Rules for Interconnection Charges (Ministerial Ordinance of MIC No.14 of 2005) and the Rules for Calculation of Grants and Contributions, etc. related to the Provision of Universal Telecommunications Services (Ministerial Ordinance No.64 of 2002) will be revised in order to take measures mainly the following matters with regard to how to calculate interconnection charges for FY2013 and beyond, etc. based on the report from the Information and Communications Council titled “State of Calculation of Connection Charges in FY2013 and Beyond based on the Long-Run Incremental Cost Model(September 25, 2012).”
1. Partial change of the calculation method accompanied by the modification to the long-run incremental cost (LRIC) model
2. Renewal of major input values used for calculation of connection charges, etc. for FY2013
3. Continuance of inclusion of transmission line costs between feeder points RT and GC among NTS costs into initial costs of connection charges
4. Continuance of calculation of connection charges by totaling initial costs of connection charges, amount of traffic, etc. of NTT East and NTT West
2. Future plans
The MIC will swiftly revise these ministerial ordinances based on this report.
