Appeal for Opinions on Draft Notice for Partial Revision of Standards for Security and Reliability of Information and Telecommunications Networks , etc.
The Ministry of Internal Affairs and Communications (MIC) is planning to partially revise the standards for security and reliability of information and telecommunications networks (Notice of MPT No.73 of 1987) in order to implement measures for security and reliability corresponding to the switchover of networks to IP.
An appeal for opinions on this draft notice, etc. will be held from December 22 (Sat), 2012 to January 31 (Thu), 2013.
1. Background and outline of revision
Related ministerial ordinances, etc. were revised in July 2012 taking into account the serious damage of telecommunications services caused by the Great East Japan Earthquake. However, it is necessary to take a wide range of initiatives including measures for development and management of facilities in order to realize stable provision of telecommunications services. In addition, measures against interference and for information security taking into account communications characteristics of smartphones that have been rapidly increasing recently are urgent issues.
In response, the Information and Communications Council started to deliberate on matters relating to measures for security and reliability corresponding to the switchover of networks to IP in April 2012, and a report was received from the Council in November 2012. This case is to improve necessary provisions with regard to the following matters accompanied by the revision of related ministerial ordinances, etc. in July 2012 based on said report and the Great East Japan Earthquake.
