Official Announcement of Implementation Status of Administrative Works related to Radio Spectrum Usage Fee in FY2011

  The Ministry of Internal Affairs and Communications (MIC) has compiled the status of implementation and expenditure of administrative works related to radio spectrum usage fees in FY2011, and they are officially announced herein.

1. Background

  The radio spectrum usage fee system is a system by which licensees of radio stations, etc. who are beneficiaries thereof bear the burden of expenses required for processing administrative works (common profit works of radio spectrum usage) that are conducted with the direct aim of benefiting all radio stations, such as radio spectrum monitoring.
  At present, common profit works of radio spectrum usage are limited to the items listed in Article 103-2, Paragraph 4 of the Radio Act (Act No. 131 of 1950). However, the role of these works is considered to become increasingly important, as the status of scarce frequencies will deteriorate further along with the further expansion of radio spectrum usage.
  In view of these circumstances, it is important to gain the understanding of people who bear the expenses of radio spectrum usage fee, such as licensees of radio stations, by officially announcing the status of implementation and expenditure of these works in order to appropriately implement common profit works of radio spectrum usage.
  For this reason, the status of implementation and expenditure of common profit works of radio spectrum usage has been officially announced since FY 2008 based on the provision of Article 103-3, Paragraph 3 of the Radio Act.
