Results of Appeal for Opinions on Draft Revision of Systems relating to Chief Telecommunications Engineers and Installation Technicians
Revision of examination fees and range of installation works carried out by installation technicians
The Ministry of Internal Affairs and Communications (MIC) held an appeal for opinions on the draft partial revision of Cabinet Order and ministerial ordinances, created in order to revise the examination fees and range of installation works carried out by installation technicians with regard to the systems relating to chief telecommunications engineers and installation technicians, from November 21 to December 20, 2012. As a result, six opinions were submitted. The opinions submitted and the views thereon are officially announced herein.
1.Background, etc.
The Cabinet Order for Enforcement of the Telecommunications Business Act (Cabinet Order No. 75 of 1985), the Regulations for Chief Telecommunications Engineer (Ministerial Ordinance of MPT No. 27 of 1985) and Rules for Installation Technician (Ministerial Ordinance of MPT No. 28 of 1985) will be revised in order to set different examination fees in accordance with the number of examination subjects with regard to fees for chief telecommunications engineer examination and installation technician examination, and review the types of installation technician’s license and the range of installation works based on environmental changes of communications.
2.Outline of the draft revision
(1) The fees for cases where examinees are exempted from examination on all or some subjects of the qualification examination for chief telecommunications engineers and the qualification examination for installation technicians are set as follows.
- In the case of chief telecommunications engineers (currently 18,700 yen), the fee is set to be 9,500 yen when an examinee is exempted from examination on all subjects, and an amount deducting 700 yen per subject from 18,700 yen when an examinee is exempted from examination on some subjects.
- In the case of installation technicians (currently 8,700 yen), the fee is set to be 5,600 yen when an examinee is exempted from examination on all subjects.
(2) The range of installation works of Type III DD is expanded to “lines for connection mainly to the Internet less than 1Gbps.”
3.Results of the appeal for opinions
An appeal for opinions on the draft revision of the Cabinet Order and ministerial ordinances was held from November 21 to December 20, 2012. In response, six opinions were submitted.
4.Future plans
The MIC will swiftly revise the Cabinet Order and ministerial ordinances based on the result of the appeal for opinions.
