Inquiry to and Report from the Radio Regulatory Council relating to Draft Ministerial Ordinances, etc. for Partial Revision of the Regulations for Enforcement of the Broadcast Act, etc. and Results of Appeal for Opinions
On January 16, 2013, the Ministry of Internal Affairs and Communications (MIC) submitted an inquiry to the Radio Regulatory Council (Chairman: Tadaaki Maeda, Advisor to Tokyo Gas Co., Ltd.) concerning Draft Ministerial Ordinances, etc. for Partial Revision of the Regulations for Enforcement of the Broadcast Act, etc., and received a report to the effect that the original plan was appropriate. In addition, an appeal for opinions on a draft partial revision of those draft ministerial ordinances and related notices was held. In response, 4,353 opinions were submitted, and the opinions submitted and the MIC’s views thereon are officially announced herein.
1.Background of revision
(1) As the current license for core broadcasting stations will expire on October 31, 2013, related provisions will be improved before accepting and examining applications for reissuance of license, and related provisions will be improved or abolished accompanied by the termination of terrestrial analogue TV broadcasting.
(2) The Plan for the Available Frequencies Allocated for Core Broadcasting will be partially changed to ensure good reception environments for terrestrial digital television broadcasting by solving poor reception of terrestrial digital television broadcasting in some areas of the Nemuro peninsula and the coast of Uchiura bay,Hokkaido, and some areas around Munakata City, Koga City and Fukutsu City in Fukuoka Prefecture, and poor reception of terrestrial digital television broadcasting in some areas around Annaka City in Gunma Prefecture.
2.Results of the appeal for opinions
Based on the opinions submitted, a draft partial revision of the examination standards related to the Radio Act, the license for terrestrial core broadcasting stations and the draft principles for reissuance of license, etc. will be partially revised.
3.Future plans
The MIC will swiftly revise the ministerial ordinances, notices and related notices on which the inquiry was submitted based on the report from the Radio Regulatory Council and the results of the appeal for opinions.
