State of and Technical Requirements for Mobile Satellite Communications Systems, etc. using 2GHz Band, etc. – Inquiry to the Information and Communications Council
On January 18, 2013, the Ministry of Internal Affairs and Communications (MIC) submitted an inquiry on the “State of and Technical Requirements for Mobile Satellite Communications Systems, etc. using 2GHz Band, etc.” to the Information and Communications Council (Chairman: Atsutoshi Nishida, Chairman of the Board of Director , Toshiba Corporation).
1.Background of the inquiry
Mobile satellite communications systems, etc. have characteristics unique to satellite communications systems such as its capability of delivering information to multiple destinations, coverage of wide areas and resistance to disasters and play an important role as a means of communications in the air, over the sea and in remote islands not only at peacetime but also in times of disaster.
In Japan, mobile satellite communications services using 1.5/1.6GHz band (L band), 2.5/2.6GHz band (S band) and 12/14GHz band (Ku band) are provided, and positioning satellite services, etc. are provided in other countries.
It has become necessary to consider the state of and technical requirements for mobile satellite communications systems, etc. using 2GHz band, etc. whose frequencies have been distributed to the mobile satellite business based on new needs for satellite communications, R&D trends and trends in other countries in response to the Great East Japan Earthquake, etc., and the procedures for international coordination have started.
In response, an inquiry on the state of and technical requirements for mobile satellite communications systems, etc. using 2GHz band, etc. was submitted from a technical perspective.
2.Matter to be deliberated
The state of and technical requirements for mobile satellite communications systems, etc. using 2GHz band, etc. will be deliberated.
3.Organization for deliberations
The Satellite Communications System Subcommittee will consider with a view to contributing to deliberations at the Department on Information and Communications Technology.
4.Future plans
A report will be received by FY2015 and then related provisions will be improved.
