Technical Requirements for Upgrading of Field Pick-up Unit

Partial report from the Information and Communications Council
  On January 25, 2013, the Ministry of Internal Affairs and Communications (MIC) received a partial report on the “Technical Requirements for Upgrading of Field Pick-up Unit” among the inquiry No.2023 of September 28, 2006 titled “Technical Requirements for Broadcasting Systems” from the Information and Communications Council (Chairman: Atsutoshi Nishida, Chairman of the Board of Director, Toshiba Corporation).
   

1.Background

  Currently, Field Pick-up Unit has been in operation for transmitting programs in 800MHz band, microwave band, 42GHz band and 55GHz band.
  As those radio stations use high frequencies except 800MHz band for which the Action Plan for Spectrum Reallocation revised in September 2011 requires switchover of frequencies, the propagation characteristics of those frequency bands allow the operation only based on a short-term vision and it is impossible to ensure stable and long-distance trunk lines. Therefore, it is difficult to use them for relay broadcasting with long-distance transfer such as relay broadcasting of marathon race, and new frequency bands which can be available in propagation routes out of vision is necessary. In response to this situation, the Frequency Assignment Plan was changed in April 2012 to allow 1.2GHz band and 2.3GHz band to be available.
  Under these circumstances, the Broadcasting System Subcommittee, Department on Information and Communications Technology, Information and Communications Council (Chief investigator: Susumu Ito, Professor at Faculty of Science and Technology, Tokyo University of Science) has deliberated on the technical requirements for Field Pick-up Unit (FPU) using 1.2GHz band and 2.3GHz band toward the upgrading of Field Pick-up Unit, and a partial report on said technical requirements was received from the Information and Communications Council on January 25, 2013.
   

2.Future plans

  The MIC will improve related provisions based on this partial report.
