Appeal for Opinions on Draft Verification Results based on the Fair Competition Review System for Promoting Broadband Dissemination (FY2012)

1.Objective

  The MIC operates the “fair competition review system for promoting broadband dissemination” from this fiscal year in order to comprehensively verify the degree of achievement of indexes related to broadband dissemination and the state of compliance with the fair competition requirements based on the “guidelines for operation of the fair competition review system for promoting broadband dissemination (formulated and officially announced in May 2012, hereinafter “guidelines”).”
  In July 2012, the MIC held an appeal for opinions on the matters subject to “3. Verification concerning the state of compliance of NTT East, NTT West, etc. with the regulations” in the guidelines before conducting verification based on this system in this fiscal year and opinions were submitted from ten parties. In August 2012, the MIC officially announced the results of said appeal for opinions and held a repeat appeal for opinions, and opinions were submitted from thirteen parties (the results of this repeat appeal for opinions were officially announced in October 2012).
  A verification was made based on the opinions submitted in response to said appeal for opinions and said repeat appeal for opinions, and the draft verification results were compiled. An appeal for opinions on these draft verification results will be held from January 26 (Sat) to February 27 (Wed), 2013.
   

2.Subject of the appeal for opinions and guidelines for submission of the opinions

  Subject of the appeal for opinions: Draft verification results based on the fair competition review system for promoting broadband dissemination (FY2012) Deadline for submission of opinion: February 27 (Wed), 2013, 5:00PM (submissions by mail must also arrive by this date)
  The draft verification results will be posted in the column of “press release” on the MIC website (http://www.soumu.go.jp) and on the e-government portal (e-Gov) (http://www.e-gov.go.jp) and also distributed at the Telecommunications Policy Division, Telecommunications Business Department, Telecommunications Bureau.
   

3.Future plans

  The MIC will swiftly compile the verification results based on opinions submitted in response to the draft verification results, officially announce them, and submit a report to the Information and Communications Council.
