Official Announcement of Results of Surveys on Temporal Usage of Actual Radio Spectrum concerning Broadband Mobile Wireless Access System and Appeal for Opinions on Draft Evaluation Results
The Ministry of Internal Affairs and Communications (MIC) has compiled the results of the surveys on temporal usage of actual radio spectrum concerning broadband mobile wireless access system, and they are officially announced herein.
In addition, draft evaluation results of the surveys on usage of actual radio spectrum were created based on said results, and an appeal for opinion thereon will be held from March 16 (Sat) to April 1 (Mon), 2013.
1.Purposes of surveys and evaluations
The Action Plan for Spectrum Reallocation (revised version of October 2012) stipulates that the MIC shall commit itself to expanding frequency bands in the 2.5GHz band (2625~2655MHz) with respect to the use of broadband mobile wireless access (BWA) system. The MIC implemented the surveys on temporal usage of actual radio spectrum concerning broadband mobile wireless access system in order to contribute to deliberations on the assignment of those frequency bands.
2.Outline of surveys
(1) Subject of surveys
Radio stations of broadband mobile wireless access system using frequencies between 2,545MHz and 2,655MHz (limited to licensed radio stations as of January 1, 2013)
(2) Matters subject to surveys
The number of licensees and radio stations, purposes and usage of radio stations, technology to use radio equipment, specific status of use of radio stations, substitutability with other telecommunications means and plan for effective use of radio spectrum
(3) Method of surveys
Consolidation of information recorded in the Integrated Radio Stations Database prescribed in Article 103-2, Paragraph 4, Item (ii) of the Radio Act (Act No. 131 of 1950) or collection of matters on which licensees are required to make reports based on the provision of Article 26-2, Paragraph 6 of said Act

The MIC will swiftly submit an inquiry to the Radio Regulatory Council based on results of this appeal for opinions on the evaluation of surveys on temporary usage of actual radio spectrum concerning broadband mobile wireless access system and officially announce its results.
