Public Appeal for Theses of R&D related to FY2013 Competitive Funds in ICT Field
The Ministry of Internal Affairs and Communications (MIC) will hold a public appeal for theses of R&D to be newly implemented from FY2013 in the “Strategic Information and Communications R&D Promotion Programme (SCOPE)” and the “Project for Promotion of Advanced Communication Applications Development” which provide competitive funds in the ICT field, and it is officially announced herein.
This public appeal for theses of R&D will be held before the FY2013 budget is enacted so that R&D can be initiated as soon as it is enacted. Therefore, please be forewarned that the contents may be subject to change in accordance with the status of enactment of the budget.

3.Outline of enhancement of competitive funds in FY2013
(1) Development of experts in big data analysis (data scientists) through R&D
It is required to develop specialists in big data analysis (data scientists) who have knowledge and abilities in various fields of ICT and business in order to use big data. Therefore, the development of data scientists will be assisted by promoting R&D for use of big data in the SCOPE “development of young ICT researchers.”
(2) Promotion of R&D for expansion of radio frequency resources with competitive funds
R&D for expansion of radio frequency resources will be promoted by setting the SCOPE “R&D for promotion of effective use of radio frequencies” with a view to enhancing and strengthening efforts toward the acceleration of introduction and dissemination of new wireless systems which contribute to further effective use of radio frequencies. The government does not set R&D theses in advance but will establish a new system to accept free proposals.
(3) Foundation of project for promotion of advanced communication applications development
The development of advanced communication applications by making use of functions of “new-generation networks (future networks)” which enable us to flexibly set and operate networks such as route control and bandwidth control will be supported with new competitive funds. This will promotes the integration from basic researches to development of applications, accelerates the dissemination of new-generation networks and international standardization in such a way that innovation and new markets are created and international competitiveness is strengthened.
4.Trial efforts for FY2013 competitive funds
(1) Enhancement of efforts for distributing achievements
In order to enhance efforts for distributing R&D achievements to the society, the Type II Project for Promotion of Advanced Communication Applications Development for universities and small-and-medium-sized enterprises enables to carry out efforts toward the distribution of achievements from the stage of the start of development. To be more specific, it is allowed for trustees to seek advice from consultants, venture capitalists, etc. with regard to the formulation of plans for distribution of achievements toward its realization. By this way, efforts for development and distribution of its achievements are brought forward in an integrated manner.
(2) Expansion of application of multi-stage selection method
The multi-stage selection method introduced from FY2012 will be expanded and applied to “R&D for creation of ICT innovation,” “R&D for promotion of effective use of radio frequencies” and “Project for Promotion of Advanced Communication Applications Development” (Type II).
This makes it possible to find out promising technical seeds and efficiently distribute funds to issues that will lead to the creation of innovation and realize the practical use of useful technologies for effective use of radio frequencies.
