Results of ICT Policy Dialogue with the Socialist Republic of Vietnam

The Ministry of Internal Affairs and Communications (MIC) of Japan and the Ministry of Information and Communications of Vietnam signed a Memorandum to cooperate in the field of ICT. Based on this Memorandum, the two ministries held the high-level policy dialogue in Hanoi on January 16, 2015 with the aim of exchanging opinions on various policy issues toward the development of the information and communications field of the two countries.

3. Major attendees

(1) Japan (MIC): Mr. Yasuo Sakamoto, Vice-Minister for Policy Coordination, Mr. Kimihiko Kimura, Director of the International Cooperation Division, Global ICT Strategy Bureau, and others

(2) Vietnam (Ministry of Information and Communications): Mr. Nguyen Thanh Hung, Deputy Minister, Mr. Trieu Minh Long, Deputy Director General of the Department of International Cooperation, and others

4. Major achievements

- The two parties exchanged opinions on the outline and trends of communication policies of the two countries, policies for 4K, 8K and smart TV, postal policies and universal postal services.

- The two parties agreed to continue to exchange information and opinions on initiatives taken by the two countries.

5. Other matters

- The Japan-Vietnam ICT Forum was held on the day preceding the policy dialogue. From the Japanese side, a public-private mission consisting of 62 Japanese companies with about 200 persons led by Mr. Kosaburo Nishime, State Minister for Internal Affairs and Communications, participated in this forum. From the Vietnamese side, governmental organizations including the Ministry of Information and Communications and a number of ICT companies with more than 600 persons participated in this forum. Moreover, the MIC and the Ministry of Information and Communications of Vietnam concluded a Memorandum on Cooperation in the Postal Field. In addition, State Minister for Internal Affairs and Communications Nishime had talks with Deputy Prime Minister Vu Duc Dam, Vietnam Television President Tran Binh Minh, and Minister of Information and Communications Nguyen Bac Son during his stay in Vietnam.
