Objective & Background:
Based on Article 7-1 of the Law Concerning Prohibition of Illegal
Access to Computer Systems (hereinafter referred to as the Unauthorized
Computer Access Law)which was passed in August 1999, the National
Public Safety Commission, Minister for Internal Affairs and Communications
and Minister of Economy, Trade and Industry will announce the status
of research and development of technology concerning functions for
limiting access.
The three ministries are inviting applications, in Japanese, for
research and development information concerning functions for limiting
access to include in the announcement documentation.
The information that is received will be included in the documentation
from all three ministries so that it can contribute to the implementation
of measures for limiting access.

Article 7. The National Public Safety Commission, the Minister of
Public Management, Home Affairs, Posts and Telecommunications and
the Minister of Economy, Trade and Industry shall publicize, at
least once a year, the situation of occurrence of acts of unauthorized
computer access as well as the situation of research and development
of the access control function-related technology, in order to help
protect specific computers having access control functions from
acts of unauthorized computer access.
2. In addition to the preceding paragraph, the State shall endeavor
to assure the enlightenment and diffusion of knowledge regarding
the protection of specific computers having access control functions
from acts of unauthorized computer access.
Future Plans:
The contents of the applications that are received by the limit
date will be compiled and announced by the three ministries, in
Japanese, in February 2005.
These announcements will continue to be implemented from the next
fiscal year onwards, based on the Unauthorized Computer Access Law.
