Interim Report Compiled by "Study Group for Wireless Broadband
Promotion" and Invitation of Practical System Proposals

Since November 2004, MIC has been holding the "Study Group for Wireless Broadband Promotion" (Chair: Prof. TSUJII Shigeo, President, Institute of Information Security) to realize wireless broadband services, these being key to the formation of ubiquitous network society in Japan. The purposes of the Study Group are to i1) clarify types of applications and tasks, etc on the promotion of Wireless Broadband, and ii2) facilitate frequency reallocation for wireless broadband systems. Recently, the Study Group has compiled its findings as an interim report.(Refer to Annex 1)

Following the release of the interim report, in order to contribute to further deliberations at the Study Group, MIC invites public proposals concerning i1) practical plans or ideas for wireless broadband systems, and ii2) appropriate frequency bands and bandwidths for realizing those systems. Those wishing to submit proposals are kindly requested to fill out the entries in Japanese using the attached proposal form (Annex 2), and send them to the following address: wirelessbb-suishin@ml.soumu.go.jp before 17:00 on May 20, 2005.

Please be advised in advance that the following matters of the proposals, etc. submitted are subject to disclosure at the Study Group. Upon such disclosure, the name of an individual (in case of a juridical person, etc., the name of the person) who submitted the proposal concerned and other information, including attributes thereof, may be also subject to be disclosure.

Kindly be informed that MIC will not reply to any individual proposal, etc.

The idea that a ubiquitous network be constructed had been set forth in the "e-Japan Strategy II2," etc. -- to this end, a wireless broadband environment is indispensable for preparing such a ubiquitous network. The wireless industry is a promising field that is forecast to grow to a 92 trillion yen market as of 2013. Taking a look at the future wireless broadband systems on a global scale, various wireless broadband systems have attracted attention at relevant organizations, including the systems beyond 3G and other advanced wireless access systems. Under the circumstances, it is essential to clarify, at the earliest possible stage, i1) future perspectives on wireless broadband systems and ii2) measures for ensuring assignable frequencies. Such efforts will encourage the wireless industry to promote service development and facilitate to improve consumer convenience.
