MIC, upon due consideration of the status of user recognition concerning the analog broadcast termination period (which is less than 10 percent of the entire user population), has decided that it will begin collaborating -- based upon support from the Association for Promotion of Digital Broadcasting (D-PA) – with retailers, manufacturers and others involved in providing analog TV sets so that an adhesive seal noting that "it will become impossible to use analog TV sets on a stand-alone basis beginning as of July 24, 2011" can be affixed to said TV sets that are to be sold.
This measure is in line with the July 29, 2005 report from the Information and Communications Council. The report, entitled "Appropriate Usage of Terrestrial Digital Broadcasting and Roles of Administration for Penetration Thereof," proposes various promotion measures, including use of this seal.

Phase I:
Retailers shall affix the seal to analog TV sets for demonstration at shops.
* D-PA requests retailers to affix the seal to analog TV sets.
* Starting as of October 22, 2005, cooperating retailers will affix the seal to analog TV sets.
* From the viewpoint of effective awareness campaign, D-PA will deliver explanatory materials and posters on the termination of analog terrestrial TV broadcasting.
Phase II:
Manufacturers shall affix the seal to analog TV receivers upon shipment.
* If agreed to, upon shipment the manufacturers shall affix the seal to products having functions for reception of analog TV broadcasting.
* Affixation of the seal on analog TV receivers will start, beginning from June 2006.
* Target products will include DVD recorders, PCs, etc.
* Other methods, including delivery of catalogs, adding explanations to shipping boxes, manuals, etc., will be implemented.
