Ruling of "Technical Requirements for Advancement of Cable Television Networks via FTTH"

 
On March 30, 2005, MIC received a reply on the Inquiry No. 2017 "Technical Requirements for Advancement of Cable Television Networks via FTTH, Etc." from the 33rd meeting of the information and communications technology under the Information and Communications Council (Chair: Mr. SHOYAMA Etsuhiko, President and Chief Executive Officer, Hitachi, Ltd.). On October 26, 2005, MIC inquired of the Information and Communications Council about a Draft MIC Ordinance to amend the relevant MIC Ordinance on the Technical Requirements, and on the same day MIC received a reply from the Council stating that the Draft MIC Ordinance was appropriate.
MIC will, taking into consideration the reply, amend part of the relevant MIC Ordinance in accordance with the Draft MIC Ordinance. With the amendment to the relevant MIC Ordinance, the advancement of cable television networks via FTTH, etc. will be facilitated.
  1. Ministerial Ordinance to be amended
    The "Regulations for Enforcement of the Cable Television Broadcast Law (Ministerial Ordinance of MPT No. 40 of 1972)"
  2. Outline of the amendment
    i1) Technical requirements are to be stipulated for wavelengths of light, carrier waves of light, etc. to be used over cable television networks, including FTTH.
    ii2) Part of the provisions of definitions, application forms, etc. is to be amended for adaptation to cable television networks, including FTTH.
    iii3) Provisions are to be added on methods, etc. for evaluating effects upon cable television broadcasting systems as specified under Article 23 paragraph (1) of the "Regulations for Enforcement of the Cable Television Broadcast Law.
    iv4) Upon the amendment of i1), an MIC Notice, which shall be ruled on separately by the Minister for Internal Affairs and Communications, is to be ruled on for specifying differences between levels of carrier waves and those of noises at input terminals of optical transmission equipment for reception.
    v5) Other relevant provisions are to be prepared.

  3. Others
    Along with this amendment, MIC will rule on necessary provisions of the "Regulations for Enforcement of the Law Concerning Broadcast on Telecommunications Service (law concerning broadcast through use of telecommunications service) (Ministerial Ordinance of MPHPT No. 5 of 2002)" and the relevant MIC Notices.
