Attestation of ''Establishment Plans'' Pursuant to the ''Establishment Guidelines for the Specified Base Stations'' Using 1.7 GHzgigahertz or 2 GHzgigahertz Bands
-- Three New Cellular Telephone Companies to Enter Cellular Telephone Market --

On November 9, 2005, MIC decided to attest three applications (each from a different company) for ''Establishment Plans'' of specified base stations using 1.7 GHzgigahertz or 2 GHzgigahertz bands. Thus, the three companies, BB Mobile Corp., eMobile Ltd. and IPMobile Inc., are now allowed to enter the Japanese cellular telephone market.
Prior to the decision, MIC inquired of the Radio Regulatory Council (Chair: Prof. YASUDA Yasuhiko, the School of Science and Engineering, Waseda University) on the three applications as to attestation for ''Establishment Plans,'' pursuant to the ''Establishment Guidelines for the Specified Base Stations.'' The Council in response to the inquiry submitted a report to MIC, stating that it is appropriate to attest to the three applications as inquired.
Upon attestation, new players are enabled to enter the cellular telephone market, resulting in furtherance of competition that will encourage them to provide consumers with enhanced and diversified services at lowered prices.

1. Background to the attestation
MIC has been considering the appropriate and effective use of 1.7 GHzgigahertz or 2 GHzgigahertz bands to become available for cellular telephone services. Accordingly on August 11, 2005, MIC ruled on the ''Establishment Guidelines for the Specified Base Stations'' using 1.7 GHzgigahertz or 2 GHzgigahertz bands.
During the period that began on August 22 and ended as of September 30, 2005, in accordance with the ''Guidelines,'' MIC received the three applications from the three companies.

2. Schedule
MIC will, paying due respect to the report, attest to the three applications. MIC will deliver the certificates of attestation to the three carriers.
