Results of Second Invitation for Public Comment on 泥raft Changes to
Interconnection Tariffs concerning Category I Designated
Telecommunications Facilities of NTT East and NTT West

Development of provisions pertaining to protection of accounts receivable
On Monday, February 26, 2007, the Minister for Internal Affairs and Communications queried the Telecommunications Council about the authorization for changes to interconnection tariffs concerning Category I designated telecommunications facilities of Nippon Telegraph and Telephone East Corporation (NTT East) and Nippon Telegraph and Telephone West Corporation (NTT West)妖evelopment of provisions pertaining to protection of accounts receivable.

The Telecommunications Business Division invited public comment on the draft changes to interconnection tariffs from Tuesday, February 27 to Wednesday, March 28, 2007. Subsequently, the division disclosed the contributed comments to invite second public comment thereon from Friday, March 30, 2007, until the closing date of Friday, April 13, 2007.

1. Background of the Changes
Pursuant to the provisions of Article 33, paragraph (2) of the Telecommunications Business Law (Law No. 86 of 1984), changes are made to develop necessary provisions for ensuring performance of obligations imposed on applicants for interconnection in the case where they have neglected or may neglect payment of their interconnection-related burden.

The contributed comments will be posted in the 撤ress Release section of the MIC website (http://www.soumu.go.jp) and the 撤ublic Comment section in the general e-Government site [e-Gov] (https://www.e-gov.go.jp/), as well as becoming available for reference at the General Affairs Division, the Information and Communications Policy Bureau, MIC (11F of MIC building), once preparations have been completed.

3. Future Schedule
Regarding the draft changes to interconnection tariffs, the division will conduct study and deliberations based on the contributed comments, and submit a report to the Minister for Internal Affairs and Communications.
