Results of Second Public Comment Invitation on Draft MIC Ordinances to Amend Part of the Regulations for Enforcement of Telecommunications Business Law

On Thursday, April 19, 2007, the Minister for Internal Affairs and Communications consulted with the Telecommunications Council on the draft MIC ordinances to amend part of the Regulations for Enforcement of the Telecommunications Business Law.

The sub-council thus invited public comment on the draft MIC ordinances from Friday, April 20, to Monday, May 21, 2007. Subsequently, it disclosed the contributed comments and invited a second round of public comment thereon from Thursday, May 24, through Wednesday, June 6, 2007.

1. Amendments
The Telecommunications Council has recommended measures concerning Category I Designated Telecommunications Facilities to MIC in the March 30, 2007, council report, “Rulemakings on the ‘Interconnection Rules’ pertaining to review, etc. on the ‘Collocation Rules’” (Telecommunications Council Report No. 34). For matters that require amendment to MIC ordinances, the following are put in place out of the recommended measures:
1) Establishing a provision regarding the grounds for conducting stack testing (partial amendment to the Rules for Interconnection Charges)
2) Abolishing the post-settlement system and introducing a methodology to confirm the interconnection charges in advance (partial amendment to the Rules for Interconnection Charges)
3) Establishing the collocation rules for utility poles (partial amendment to the Regulations for Enforcement of the Telecommunications Business Law)

2. Future Schedule
Regarding the draft MIC ordinances, the council will conduct a study and deliberations based on the contributed comments and submit a report to the Minister for Internal Affairs and Communications.
