Radio Regulatory Council Report and Result of Public Comment Invitation on Draft MIC Ordinance to Partially Amend the Rules for Regulating Radio Equipment

Permissible values of occupied bandwidth for radio stations, etc. involved in the launching of rockets
MIC today consulted the Radio Regulatory Council (Chair: Prof. HATORI Mitsutoshi, Faculty of Science and Engineering, Chuo University) on the draft MIC ordinance to partially amend the Rules for Regulating Radio Equipment to specify the permissible values of occupied bandwidth for radio stations, etc., involved in the launching of rockets. It then received a report from the council stating that the draft is appropriate.

MIC invited public comment on the draft MIC ordinance and the related draft MIC notice from May 17 to June 15, 2007, but no comments were received

MIC will enact the ordinance and notice as per the drafts, considering the report and the results of the public comment procedure.

1. Background of amendment
Table No. 2 of the Rules for Regulating Radio Equipment (Radio Regulatory Commission Rules No. 18 of 1950) stipulates the permissible values of occupied bandwidth for radio equipment used in radio stations based on the type of emission and type of radio system.

Nowadays, however, there are certain varieties of radio systems, such as those of overseas products for temporary use, which cannot be licensed under the current regulations, and MIC has heard many requests for regulatory changes.

(1) Radio station involved in the launching of rockets
(2) Radio equipment inside a satellite established as that of an amateur radio station and remote control device
(3) Station of special service
(4) Radio station established as an urgent and temporary measure

In consideration of such requests, MIC has decided to amend part of the Rules for Regulating Radio Equipment so that radio systems such as those listed above can be established and operated smoothly.

2. Ordinance and notice to be amended
(1) MIC ordinance to partially amend the Rules for Regulating Radio Equipment
Table 2-4 of the Rules for Regulating Radio Equipment (related to Article 6)shall be amended.
(2) Matter concerning the radio equipment specified by the Minister for Internal Affairs and Communications, pursuant to Table 2-4 of the Rules for Regulating Radio Equipment
The radio equipment that falls under the provision of the amended Table 2-4 of the Rules for Regulating Radio Equipment shall be stipulated in the MIC notice.

3. Results of the public comment procedure
No comments were submitted.

4. Future schedule
MIC will immediately enact the ordinance and notice considering the report and the results of the public comment procedure.
