Results of Public Comment on Draft License Policy for Broadband Mobile Wireless Access Systems and Radio Regulatory Council Report on the Draft Guideline for Establishment of Specified Base Stations Using 2.5 GHzgigahertz Band

From May 15 to June 15, 2007, MIC invited public comment on the draft guideline for establishment of specified base stations using 2.5 GHzgigahertz band (hereinafter called "establishment guideline"). Based on the results, MIC today consulted the Radio Regulatory Council (Chair: Prof. HATORI Mitsutoshi, Faculty of Science and Engineering, Chuo University) on the draft establishment guideline. The council in return reported to MIC that the draft is appropriate.

Considering today's report, MIC will therefore implement the establishment guideline.

1. Background
For the introduction of broadband mobile wireless access systems, MIC received the partial reports from the Technology Sub-Council of the Telecommunications Council on the technical requirements for broadband mobile wireless access systems using 2.5 GHzgigahertz band on December 21, 2006, and April 26, 2007. MIC also received a report from the Radio Regulatory Council on the draft partial amendment to related MIC ordinances, including the Regulations for Enforcement of the Radio Law, as well as the draft partial amendment to the Frequency Assignment Plan in regard to broadband mobile wireless access systems on May 16, 2007.

MIC developed a draft establishment guideline considering these reports, and invited public comment thereon from May 15 to June 15, 2007.

2. Results of the public comment procedure
MIC disclosed the comments received on the draft establishment guideline, together with the MIC opinions thereon.

3. Consultation and report from the Radio Regulatory Council
MIC today consulted the Radio Regulatory Council on its draft establishment guideline considering the results of the public comment procedure, and the council reported back that the draft is appropriate.

4. Future schedule
Considering the council report, MIC will rapidly enact the establishment guideline while developing necessary provisions, including the approved application period for establishment plans under the establishment guideline, pursuant to Article 27-13, paragraph 3 of the Radio Law.
