Final Report from Panel on Neutrality of Networks Released

MIC has held meetings of the Panel on Neutrality of Networks (Chair: Prof. HAYASHI Toshihiko, University of the Air) since November 15, 2006, to deliberate on network neutrality, with particular emphasis on the fairness of network cost sharing and network use.
MIC now releases the final report recently compiled by the Panel on Neutrality of Networks.

1. Background
MIC has held meetings of the Panel on Neutrality of Networks since November 15, 2006, to consider the neutrality of networks, with particular emphasis on the fairness of network cost sharing and network use in the situation where the network structure or market structure has changed rapidly due to the recent increased use of broadband networks or IP-based networks.
The final report has been compiled based on the results of eight panel discussions, including 22 hearings from companies and bodies, as well as discussions at the two working groups established under the panel (Working Group on New Competition Rules and Working Group on P2P Networks).
