Based on the ICT Reform Promotion Program (April 20, 2007) and the ICT International Competitiveness Enhancement Program (May 22, 2007), MIC invited proposals on special ubiquitous zones from September 4 to October 31, 2007, and received 188 proposals.
1. Background
MIC developed the ICT International Competitiveness Enhancement Program this May to enhance the international competitiveness of the ICT industry, in view of 2011 being the initial year for full digitization.
The program includes the establishment of special ubiquitous zones to develop "'new models' that can be globally launched under the initiative of Japan."
In these special ubiquitous zones, "development and demonstration experiments of the world's most advanced services that bring together fixed communications, mobile communications, content and applications and lead to creation of new values will be carried out" and, to that end, the environment for spectrum use will be developed. Therefore, MIC compiled and announced the results of its research on areas and available frequencies. MIC also invited proposals on implementation of the development and demonstration experiments for the specific ICT services to be developed or envisaged, as well as on international cooperation, from September 4 to October 31, 2007. Consequently, MIC received 188 proposals.
2. Future schedule
For the submitted proposals, MIC will study radio wave availability, typify the projects and then have external intellectuals conduct evaluations. Based on the results of this procedure, MIC will establish special ubiquitous zones in January 2008.
