MIC today consulted the Radio Regulatory Council (Chair: Prof. HATORI Mitsutoshi, Faculty of Science and Engineering, Chuo University) on the requested approval in regard to establishment plans submitted by Willcom, Inc., Open Wireless Network, Wireless Broadband Planning K.K., and ACCA Wireless Co., Ltd. based on the Guideline for Establishment of Specified Base Stations Using 2.5 GHz band. In response, the Council reported to MIC that it was appropriate to approve the establishment plans of Wireless Broadband Planning K.K. and Willcom, Inc.
With the growing demands for advanced wireless broadband services that allow data transmission at speeds faster than third-generation mobile phone services, MIC made efforts to develop systems for the introduction of broadband mobile wireless access systems using 2.5 GHz band. On August 10, 2007, MIC enacted the Guideline for Establishment of Specified Base Stations Using 2.5 GHz band (MIC Notice No. 457 of 2007; hereinafter "Establishment Guideline").
From September 10 to October 12, 2007, MIC accepted applications for approval of establishment plans based on the Establishment Guideline (hereinafter "Establishment Plans"). Four companies submitted applications for up to two openings: Willcom, Inc.; Open Wireless Network; Wireless Broadband Planning K.K.; and ACCA Wireless Co., Ltd.
2. Assessment concerning the approval of the establishment plans for specified base stations
To grant approval to the Establishment Plans, MIC assessed the applications pursuant to Article 27-13, paragraph 4 of the Radio Law (Law No. 131 of 1950) as well as the criteria for comparative assessment stipulated in the Establishment Guideline.
The comparative assessment of the four applications found that the applications from Wireless Broadband Planning K.K. and Willcom, Inc. highly comply with the provisions of the Establishment Guideline.
3. Report from the Radio Regulatory Council
MIC today consulted the Radio Regulatory Council on approval of the establishment plans of Wireless Broadband Planning K.K. and Willcom, Inc. In response, the Council submitted its report that states it is appropriate to approve the Establishment Plans of the two companies, together with the requests to be made to the approved providers.
4. Future schedule
MIC will approve the Establishment Plans of Wireless Broadband Planning K.K. and Willcom, Inc. based on the Radio Regulatory Council report it received today.
