Report from Radio Regulatory Council concerning Blanket Licenses for Specified Radio Stations of KDDI and Okinawa Cellular

Blanket licenses for low-power repeaters for cellular telephones
Today, MIC consulted the Radio Regulatory Council (Chair: Prof. HATORI Mitsutoshi, Faculty of Science and Engineering, Chuo University) on the blanket licenses that KDDI Corporation (President and Chairman: ONODERA Tadashi) and Okinawa Cellular Telephone Company (President: OKIHASHI Toshio) have applied for. The Council reported to MIC that it is appropriate to grant the licenses.

1. Background
Cellular telephones are widely used as the most accessible information and communications systems in the national life. Additionally, an increase of indoor use, such as at homes and stores, in addition to outdoor use has boosted the need for an environment where satisfactory radio waves become available for indoor use.

In order to solve the problem of indoor cellular telephones being placed out of range, the introduction of small low-power repeaters (hereinafter "low-power repeaters"), which can be installed inexpensively and expeditiously in places such as residences and stores by cellular telephone operators, is much anticipated. Under these circumstances, the Telecommunications Council started its deliberation on the technical requirements concerning low-power repeaters for cellular telephones in January 2007, and submitted MIC its report thereon in July of the same year. In response, MIC developed the necessary provisions for the introduction of low-power repeaters in December 2007.

2. Outline of the applications and examination
On January 7, 2008, KDDI Corporation and Okinawa Cellular Telephone Company applied for blanket licenses of specified radio stations. MIC examined the applications pursuant to Article 27-4 of the Radio Law (Law No. 131 of 1950), Article 2 of the Essential Standards for Establishing Broadcasting Stations (MPT Ordinance No. 72 of 1997) and the Examination Standards Relating to the Radio Law (MIC Instruction No. 67 of January 6, 2001), and found that they comply with these provisions.

3. Consultation with and report from the Radio Regulatory Council
MIC found that the applications comply with the Radio Law and other related provisions, as mentioned above. Accordingly, MIC today consulted the Radio Regulatory Council pursuant to Article 99-11, paragraph 1, item (iv) of the Radio Law and received the Council reported, stating that it is appropriate to grant the blanket licenses to the applicants.

4. Future schedule
Considering the report from the Council, Director-Generals of Regional Bureaus of Telecommunications and Director-General of Okinawa Office of Telecommunications will grand the blanket licenses to the applicants.
