Public Comment Invited on Draft Basic Policy Not Requiring the Installation of Standby Power Sources at Cellular Telephone Base Stations

In order to increase cellular telephone user convenience with improved service quality and expansion of areas served while ensuring stable and reliable cellular telephone services, MIC has drafted a basic policy not to require the installation of standby power sources at cellular telephone base stations when these stations satisfy certain requirements.

MIC now invites public comment on its draft basic policy from today until Monday, March 10, 2008.

1. Outline
Regulations for Telecommunications Facilities for Telecommunications Business require that anti-blackout measures be established for telecommunications circuit facilities for telecommunications business to minimize the influence on users in case of blackout in order to ensure the stable and reliable provision of telecommunications services. On the other hand, it is sometimes difficult to install standby power sources due to limited space and/or other factors, when, for example, establishing cellular telephone base stations in underground malls to increase cellular telephone user convenience with improved service quality and expansion of areas served.

Against this background, MIC has drafted a basic policy not to require the installation of standby power sources at cellular telephone base stations when these stations satisfy certain requirements. Accordingly, it now invites public comment on the draft basic policy.

2. Future schedule
Based on the comments received, MIC will promptly follow necessary procedures, including consultation with the Telecommunications Council, toward the amendment of relevant ordinances.
