Results of Public Comment Re-invitation Procedure on Draft Amendments to Regulations for Enforcement of the Telecommunications Business Law, Etc.

With a view to developing interconnection rules for next-generation networks (hereinafter, "NGN") of Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation (hereinafter, "NTT East and NTT West"), the Ministry of Internal Affairs and Communications (MIC) consulted the Telecommunications Council (Chair: SHOYAMA Etsuhiko, Chairman of the Board, Hitachi, Ltd.) on the draft MIC ordinance to partially amend the Regulations for Enforcement of the Telecommunications Business Law, etc. It also invited public comment thereon from April 23 until May 22, 2008.

Subsequently, from among the draft MIC ordinances, etc., MIC continued to invite public comment on the draft MIC ordinance to partially amend the Regulations for Enforcement of the Telecommunications Business Law and the Rules for Interconnection Charges, as well as on the draft MIC notice to partially amend MIC Notice No. 243 of 2001 (Designation pursuant to Article 33 paragraph (1) of the Telecommunications Business Law and Article 23-2 paragraph (1) of the Regulations for Enforcement of the Telecommunications Business Law), from May 27 until June 10, 2008, and received four comments.

Outline
Telecommunications Council Report No. 53 dated March 27, 2008, on "Next-generation network interconnection rules," identifies the provisions to be developed regarding the interconnection rules for NGN of NTT East and NTT West. Among these provisions, some matters require amendment of MIC ordinances and such. MIC intends to make necessary amendments, accordingly.
