With regard to the measure to use satellite for terrestrial digital broadcasting in poor reception areas, the Ministry of Internal Affairs and Communications (MIC) developed draft MIC notices to amend the Basic Broadcasting Plan (MPT Notice No. 660 of 1988) and the Plan for the Available Frequencies Allocated to Broadcasting (MPT Notice No. 661 of 1988), and hereby invites public comment thereon from July 1 to 31, 2008.
1. Background
On January 28, 2004, MIC consulted the Telecommunications Council (Chair: SHOYAMA Etsuhiko, Chairman of the Board, Hitachi, Ltd.) with regard to optimal utilization of terrestrial digital broadcasting and roles of administration toward penetration thereof (Inquiry No. 8 of 2004). It received the fifth interim report from the Council on June 27 of this year, which follows the fourth interim report of last August.
The fifth interim report advises that, upon the termination of analog broadcasting in 2011, it is appropriate to provide the programs of NHK General, NHK Education, NTV, TV Asahi, TV Tokyo, TBS and Fuji TV in areas with poor reception of terrestrial digital broadcasts by simultaneously re-transmitting them via the broadcasting satellite (BS).
In response to the report, MIC intends to amend provisions as necessary for the implementation of such measures.
2. Outline of the amendments
MIC will amend the Basic Broadcasting Plan and the Plan for the Available Frequencies Allocated to Broadcasting where necessary to facilitate the implementation of the above-mentioned measures in 2010 and onward.
