Results of Public Comment Procedure on Multimedia Broadcasting Systems for Mobile Terminals Released; and Public Comment Invited on Draft Technical Requirements for Multimedia Broadcasting Systems for Mobile Terminals

The Broadcasting System Committee (Chair: Prof. ITO Susumu, Tokyo University of Science) under the Telecommunications Council has been studying technical requirements for multimedia broadcasting systems for mobile terminals, among the technical requirements for broadcasting systems.

The Committee invited public comment on multimedia broadcasting systems for mobile terminals from July 30 until August 18, 2008. Subsequently, considering the comments received, which it is now releasing, it compiled draft requirements and draft preconditions for system proposals.

Meanwhile, for the Committee's study on the multimedia broadcasting service to be launched in July 2011 and onward, it is also inviting public comment on the draft technical requirements, including functions to be covered by the broadcasting systems for the service, and draft preconditions for proposals on systems to be implemented in the future.

2. Background for the study
In its partial report compiled in June 2007, the Telecommunications Council states that it would be appropriate to allow new broadcasting other than TV broadcasting, such as multimedia broadcasting for mobile devices, to use a part of the VHF band frequencies that will be vacated due to full digitization of terrestrial TV broadcasting from July 2011.

Based on this report, the Council has been studying technical requirements for implementing a new multimedia broadcasting service, to allow the quick starting of such services in and after July 2011.

The Council has recently drafted the technical requirements to be considered in studying specific systems as well as the preconditions for proposals on systems to be implemented in the future, based on the results of the public comment procedure conducted by the Broadcasting System Committee from July 30 until August 18, 2008.
