Report from Radio Regulatory Council concerning Blanket License for
Specified Radio Stations of Reinan Cable Network Co., Ltd.

First blanket license for regional WiMax
Today, the Ministry of Internal Affairs and Communications (MIC) consulted the Radio Regulatory Council (Chair: Prof. HATORI Mitsutoshi, Faculty of Science and Engineering, Chuo University) on the blanket license that Reinan Cable Network Co., Ltd. (President and CEO: TERASAWA Jiro) had applied for, concerning regional WiMAX land mobile stations (terminals). The Council reported to MIC that it was appropriate to grant the license.

1. Outline of the application and examination
On August 6, 2008, Reinan Cable Network applied for a blanket license for the land mobile stations (terminals).

MIC examined the application pursuant to Article 27-4 of the Radio Law (Law No. 131 of 1950), Article 2 of the Essential Standards for Establishing Broadcasting Stations (MPT Ordinance No. 72 of 1997), and the Examination Standards Relating to the Radio Law (MIC Instruction No. 67 of January 6, 2001), and found that it complied with these provisions.

2. Consultation with and report from the Radio Regulatory Council
MIC found that the application complied with the Radio Law and other related provisions, as mentioned in 1. above. Accordingly, MIC today consulted the Radio Regulatory Council and received the Council report stating that it is appropriate to grant the blanket license to the applicant.

3. Future schedule
Considering the report from the Council, the Hokuriku Bureau of Telecommunications will grant the first blanket license for regional WiMax in Japan.
