Authorization of Changes to Interconnection Tariffs concerning Category I Designated Telecommunications Facilities of NTT East and NTT West (Revision of FY2009 Interconnection Charges Based on the LRIC Method, Etc.)
Report from Telecommunications and Postal Services Council

The Ministry of Internal Affairs and Communications (MIC) today received a report from the Telecommunications and Postal Services Council (Chair: TAKAHASHI Atsushi, Chairman of the Board, the Sumitomo Trust & Banking Co., Ltd.) in regard to Inquiry No. 3010 of February 24, 2009. The inquiry was titled "Authorization of changes to the interconnection tariffs concerning Category I designated telecommunications facilities of Nippon Telegraph and Telephone East Corporation and Nippon Telegraph and Telephone West Corporation (Revision of fiscal 2009 interconnection charges based on the Long-Run Incremental Cost method, etc.)." The report states that authorizing the changes as described in the consultation document is appropriate. Considering the report, MIC will authorize the changes today.

Outline of the changes
On February 3, 2009, the MIC ordinance to amend part of the Rules for Interconnection Charges (MIC Ordinance No. 5 of 2009) and the MIC ordinance to partially amend the MIC ordinance to amend part of the Rules for Interconnection Charges (MIC Ordinance No. 6 of 2009) were promulgated and enforced in part. In conjunction with these moves, MIC intends to make necessary changes to the interconnection tariffs of NTT East and NTT West, including revision of the fiscal 2009 interconnection charges to be calculated by the Long-Run Incremental Cost (LRIC) method.
