The Ministry of Internal Affairs and Communications (MIC) has today received the mid-term report from the Information and Communications Council (Chairman: Takuma OTOSHI, President of IBM Japan), concerning Promoting the Distribution of Digital Contents and a Legal System to Strengthen the Competitiveness of Contents (Consultation No. 8 of 2004 and No. 12 of 2007).

Background of the consultation

There is a need for action to solve issues concerning the seamless distribution of digital contents on networks due to the change to broadband and development of higher-level uses for the internet, and development of the use and spread of digital broadcasting networks.

This need to solve issues concerning the distribution of digital contents which takes into consideration the convenience of the user and respect of rights is necessary to increase the international competitiveness of the ICT industry in the global marketplace, grow the economy of Japan, and further improve the life of its citizens.
