[Summary of Agenda Items]
  1. Approval of the amendment to the Articles of Agreement Concerning Interconnection (settlement of interconnection charges for FY 2004 based on actual traffic)
  •  MIC explained the outline of the proposed amendment to the Articles of Agreement Concerning Interconnection as well as the draft report to the Telecommunications Business Division of the Telecommunications Council. Deliberations followed.
  •  As a result, the draft report was approved for submission to the Telecommunications Business Division without change.

  1. Partial amendment to the Rules for Interconnection Charges
  •  MIC explained the outline of the proposed amendment to the ministerial ordinance as well as the draft report to the Telecommunications Business Division of the Telecommunications Council. Deliberations followed.
  •  As a result, the draft report was approved for submission to the Telecommunications business division without change.

  1. Approval of the amendment to the Articles of Agreement Concerning Interconnection for type 1 designated telecommunications facilities of NTT East and NTT West (settlement of interconnection charges for FY 2004 based on actual traffic)

    Mr. Toukai, Committee Chair: I will report to the Telecommunications Business Division that this matter should be approved as stated in the draft report.

  2. Partial amendment to the Rules for Interconnection Charges

    Mr. Sakai, Deputy Chair: Why was the maintenance cost for metallic cable facilities included under "maintenance cost for facilities per 1 kilometer" and not under "maintenance cost for fixed facilities"?
    MIC: Regression analysis based on past records is made for the facility maintenance costs, and "maintenance cost for fixed facilities" corresponds to the intercept. Because there was no intercept this time, the cost was included under "maintenance cost for facilities per 1 kilometer".
    Mr. Sakai, Deputy Chair: On page 26, the economic life of the switching equipment is longer by 0.6 years, while the economic life of transmission systems is longer by one year. Why is this?
    MIC: No transmission systems have been retired yet, so the economic life is longer by one year, but because the switching equipment has been retired to a certain extent, this has been taken into consideration to make its economic life less than one year.
