Approval of the amendment to the Articles of Agreement Concerning Interconnection for type 1 designated telecommunications facilities of NTT East and NTT West (settlement of interconnection charges for FY 2004 based on actual traffic) [Inquiry No. 1144, November 22, 2005]
Deliberations were conducted based on the report from the Interconnection Committee, which had studied and reviewed the matter. As a result, the Telecommunications Council reported to the MIC that, as proposed, it would be appropriate to approve the amendment.

Summary]
Concerns the inclusion of settlement charges in the Articles of Agreement Concerning Interconnection, which is necessary according to Paragraph 10 in the Supplementary Provisions of the "Ministerial Ordinance for Partial Amendment of the Rules for Interconnection Charges" (Ministerial Ordinance of the Ministry of Internal Affairs and Communications, No. 80 of 2003) because the actual traffic volume during the year had fluctuated over 15 percent compared to the traffic volume used in calculating the approved interconnection charges for FY 2004.

Concerns a provision to be established to require carriers who provide service by using telecommunications numbers that identify subscriber transmission line facilities for mobile phones (080 or 090) to take measures to realize mobile phone number portability, in order to raise the level of convenience and promote competition among the telecommunications carriers.

Summary]
The MIC has revised its "Guidelines for Use of Poles, Ducts, Conduits and Similar Facilities Owned by Public Utilities" every April since it was first established in April 2001. For 2005, the survey on leases of poles, ducts, conduits and similar facilities showed that there was significant increase in the number of new leases for poles. Based on this finding, the MIC reported that the guideline would not be revised for this fiscal year. |
