    Approval to Changes made in the Terms and Conditions of Connection for the Type 1 Designated Telecommunications Facilities of the Nippon Telephone and Telegraph (NTT) East Corporation and the Nippon Telephone and Telegraph (NTT) West Corporation (Additional Fees relating to Costs for the Universal Service System [Inquiry No. 1160,October 20,2006])

     Following discussion of the results of the examination into this issue made by the Connection Committee,approval of the changes given in the inquiry have been deemed appropriate.

     With regards to the Terms and Conditions of Connection for the Universal Service System that will begin in January 2007,the costs for the "public telephone function" and other functions which the NTT East and West Corporations bear due to the fact that they assign numbers will be changed so that all service providers,including the NTT East and West Corporations,will bear the costs of the public phone function,etc. of the Universal Service System in proportion to their volume of usage.

    Approval to Changes made in the Terms and Conditions of Connection for the Type 1 Designated Telecommunications Facilities of the Nippon Telephone and Telegraph (NTT) East Corporation and the Nippon Telephone and Telegraph (NTT) West Corporation (Revisions to Connection Fees,etc.,for 2006 based on the Actual Cost System [Inquiry No. 1163])

     The results of the deliberation and the contents of the inquiry have been announced to the media and publicized through such means as being posted on the Internet and a wide range of opinions solicited.
