Q Is it possible to use or to be sold the foreign-made radio equipment in Japan?

A  Most of the radio equipment in general use is affixed with the mark of technical regulations conformity certification (Technical Conformity Mark) for specified radio equipment. Please be very careful when purchasing or using radio equipment that does not have the mark affixed as it is possible that it is unlicensed or illegal.

Q What kind of procedures shall I follow for launching a Type I (or II) telecommunications business?

A If you want to start a Type I telecommunications business, you shall obtain permission from the Minister for Internal Affairs and Communications.
With respect to Type II telecommunications business, it is classified into two kinds of businesses, namely, General Type II telecommunications business and Special Type II telecommunications business. In order to commence General Type II telecommunications business, you shall file a notification with the Minister for Internal Affairs and Communications. In case of Special Type II telecommunications business, you shall obtain registration from the Minister for Internal Affairs and Communications. In any case, please refer to the "Manual for Market Entry into Japanese Telecommunications Business." (English-language versions are available.)

Q Has the number portability been introduced into Japan?

A In accordance with the Ministerial Ordinance for Amending the Regulations for Enforcement of the Telecommunications Business Law (Ministerial Ordinance of MPT No. 63 of August 6, 1999), MIC authorized necessary changes of interconnection tariffs on March 1, 2001. At present, some telecommunications carriers have inaugurated the number portability services for subscriber telephone numbers one after another.

[Regarding VoIP services in Japan]

Q To become a VoIP service provider is there any License to be obtained? If yes, what is the fees to obtain the same, and what are the main statutes of the license?

A It is required to obtain registration from Ministry of Internal Affairs and Communicaitons (MIC) or submit notification to the MIC to operate telecommunications business in Japan, according to Telecommunications Business Law

Of course VoIP services are included in telecommunications business. If you want to allocate telephone numbers to VoIP terminal equipments, you have to get additional allowance from the MIC.

Q Are there any scenarios of VoIP services that are not allowed in your country such as maybe Voice-over-Broadband?

A No, there is no VoIP service which is not allowed because of government regulations.

Q What is the regulation or expected regulation for access to emergency services using VoIP?

A VoIP is a kind of telecommunication, there is no difference between legal interception of ordinary telephone calls and that of VoIP calls

Q Is there license constraints? Resale is permitted?

A Only the person who has obtained a radio license is authorized to use it. This authorization cannot be resold, transferred or used by any other than the person so authorized on the license.

Q What frequency is open for Walkie-Talkie in Japan?

A This system opened up a way for the general public to take advantage of radio communications.
Under this system, users can use radio for communications without having to quality as radio operators and without a radio station license.
On this system, the frequency from 422.2MHzMegahertz to 422.3 MHzMegahertz is allocated for the voice transmission. And you can use the Specified low-power radio stations that operate under certain circumstances for a specific purpose and fulfill all of the following conditions.
1) Antenna power of 0.01 watts or less.
2) Use of radio type and frequency as specified in the ministerial ordinance of the Ministry of Internal Affairs and Communications (MIC)
3) Automatically sends or receives call signs or call names and does not disturb the operations of other radio stations.
4) Only uses radio equipment with the Technical Regulations Conformity Certification.
