Overview of the Supplementary Income Payments

  • Policy objective
    The objectives of the Supplementary Income Payments are to support the livelihoods of residents in Japan in order to alleviate peoples’ concerns during this recession and to contribute in stimulating local economies by issuing to residents throughout Japan.
  • Eligible Persons and Applicants/Recipients
    • A person is eligible to receive the Supplementary Income Payments if he/she falls under either (1) or (2) as of the Reference Date (February 1st, 2009)
      • (1) The person is registered in the Basic Resident Register
      • (2) The person is registered in the Alien Registration Records* (only illegal aliens and immigrants and short-term residents are excluded)
      • * Includes those born on or before the Reference Date but registered in the Alien Registration Records after the Reference Date.
    • The Applicant/Recipient of the Supplementary Income Payments is the head of the household in which the Eligible Person(s) belong(s) (Eligible Person in case of foreigners).
  • Amount of benefit
    12,000 Yen per Eligible Person
    (However, 20,000 Yen will be issued to those at or over the age of 65 and to those at or under the age of 18)
  • Application period
    6-month period starting from the beginning of applications, determined separately by each local government

Be Careful of Frauds Exploiting the Issuance of the Supplementary Income Payments!

Regarding the Supplementary Income Payments:
  • Your local government and the Ministry of Internal Affairs and Communications will NOT require you to operate ATMs (automatic teller machines in banks and convenient stores).
  • You cannot operate an ATM to have money deposited into your account.
  • Your local government and the Ministry of Internal Affairs and Communications will NOT charge processing fees in order to receive the Supplementary Income Payments.
  • Prior to submitting the application form for the Supplementary Income Payments, your local government and the Ministry of Internal Affairs and Communications will NOT ask for your personal information such as your household composition or your bank account number.
If you receive a phone call or mail from a person professing to be from your local government or the Ministry of Internal Affairs and Communications, please do not hesitate to contact your local government office or call the police counseling center hotline (#9110).
