Reorganization of the Ministry of Posts and
Telecommunications as part of
the Japanese Government reorganization

1. Information and Communications Administration

(1)
The present functions of the Ministry of Posts and Telecommunications will be assumed without change by the Ministry of Public Management, Home Affairs, Posts and Telecommunications.

Three existing bureaus (Communications Policy Bureau, Telecommunications Bureau, Broadcasting Bureau) will be reorganized into two bureaus (Information and Communications Policy Bureau and Telecommunications Bureau) within the new ministry.

2. Postal Services

The reorganization will establish the Postal Services Policy and Planning Bureau functioning as an internal bureau for the planning and management of postal services and the Postal Services Agency as an external organ for operation of postal services.

(2)
In 2003, the Postal Services Agency will become a new state-run public corporation that will be capable of independent and flexible management under an independent profit-oriented system. This corporation will continue to maintain its status as a state-run corporation combining three business operations (Postal Service, Postal Saving Services and Postal Life Insurance Service) into one entity, and the employees will be continuously granted the status of national civil servants.
