      Each member explained outlines of their proposal according to Reference Material 2-2 "On proposals from members (confidential; limited to members)."
(3) On MPHPT measures
      Mr. MIYASHITA, Senior Advisor of the International Cooperation Division, explained MPHPT measures in line with Reference Material 2-3 "On the current status of IT strategies, etc. in the Asian region and MPHPT measures for promoting international strategy."
(4) Summing up of proposals, etc.
      Mr. TAJIRI, Senior Advisor for International Public Relations of the International Policy Division, explained classifications of member proposals, etc. by content, in line with Reference Material 2-4 "Summing up of proposals, etc. (draft)."
(5) Outline of opinion exchange
   With regard to Reference Material 2-4 "Summing up of proposals, etc. (draft)," meetings would be run efficiently if the "Promotion of network infrastructure construction" of 2 is divided into some groups then opinions are integrated after deliberations at each group.
   With respect to Internet populations in APEC Member Economies in Asia, as a census started based upon consensus under the "e-ASEAN Strategy," we may use information obtained from the census.
   Because country reports to date should have been accumulated at the APEC Telecommunications and Information Working Group (APEC TEL WG), it would be better to utilize those data for analysis as much as we can.
   Establishments of forum concerning IPv6 in the Asia-pacific region are in progress. In conjunction with those forum, provided that mutual use among testbeds are in progress, development of IPv6 in China and deployment of consumer electronics-oriented deployment of IPv6 in Japan will be harmonized. Thus, Japan's international cooperation and initiatives in the IPv6-related field will yield fruitful results.
   Japan's current visa system hampers liquidity of skilled human resources in the broadband technology and business fields, because Multiple-Entry (Business) Visa systems are not fully utilized. To this end, Japan shall carry out a study on concrete measures including a new visa system that facilitates issuance of a visa limited to one project in order to make closer communication among engineers and business people in Asia.
   There would be cheaper or cost-saving promotion measures such as opening of excess company housings of Japanese companies located in Japan to foreign engineers and technicians.
   In addition to deliberations on detailed themes by category, I think there is a need to deliberate on, for example, final targets that contribute to facilitation of business and standardization.
   With regard to Reference Material 2-4 "Summing up of proposals (draft)," I think it is doubtful that the "Promotion of network infrastructure construction" under 2 is classified as one group. It should rather be classified into physical infrastructure and into infrastructures concerning platforms for authentication and translation.
   It is necessary that we discuss whether "Asia" is geographically categorized or culturally categorized.
   If we don't analyze what the reality of broadband platform deployment is from the quantitative aspect, deliberations thereon would remain qualitative ones.
   The fact that situation surrounding the Northeast Asian region, so-called CJK (China-Japan-Korea), and ASEAN are different from each other shall be taken into consideration.
   As for the quasi-zenith satellite systems listed as one of promotion measures for international strategy by MPHPT, because the systems are originally Japan's experiments whose footprints don't cover Asia in its entirety, it would be better to discuss at this study group whether the systems are to be included in the Asia Broadband Program.
(6) Schedule for the next meeting
      Mr. TAJIRI, Senior Advisor for International Public Relations of the International Policy Division, explained that the third meeting will be held on October 10, 2002; the Secretariat is to inform members of details.
