     Mr. TAJIRI, Senior Advisor for International Public Relations of the International Policy Division, explained the outline of the report according to Reference Material 3-2 "On Outline of the report (draft)."
(3) On the current status, issues and points of contentions
       Mr. MIYASHITA, Senior Advisor of the International Cooperation Division, explained some points in line with Reference Material 3-2 "On the current status, issues and points of contentions (draft)."
(4) Results of "Japan, China and the Republic of Korea ICT Ministerial Meeting"
     Mr. MIYASHITA explained this matter in line with Reference Materials 3-3 "Strengthening of collaboration among Japan, China and the Republic of Korea in the ICT field - Results of 'Japan, China and the Republic of Korea ICT Ministerial Meeting' --."

(5)     Outline of opinion exchange
  
Is the field of "PKI" and "authentication" included in "infrastructure construction," "content," or "application"? I do think such field should be categorized as a new field of "middleware."
Data collection of basic networks, including traffic measurement, shall be dealt with.
,Relationship (collaboration, operation) between R&D networks and commercial networks may be categorized as "Others." In any case, this be clearly organized.
With respect to IX, Acceptable Use Policy, or AUP, would be considered.
Japan's efforts to deploy broadband platforms are still in its infancy. From now on, the report shall explicitly express that Japan will take a leadership role in deploying broadband platforms in the Asian region.
Frameworks of the term "broadband" be clearly defined. As the threshold, "more than mega" is frequently used. Take a satellite transponder, for example. The border cannot be applied to the portion of downlink.
In a sense, it is true. However, definition by value would not always work.
To drafts submitted by the Secretariat, each Member should reinforce the contents by setting a deadline, until the next meeting. For instance, with regard to "IPv6," on page 16, Reference Material 3-2, there is merely one reference to ICT consumer electronics. To be stressed is that employing a wider concept "merits of IPv6," the new business development in various fields through IPv6 will lead to job creation. Besides, security has become a big theme since 9-11. Please don't downplay the significance of the fact that IPv6 ensures further security.
Relationship between the Asia Broadband Program and activities of the ITU-D Regional Office for Asia and Pacific (Thailand) would be better to be clearly organized.
As for the reality of applications, factors obstructing widespread use and constraints in doing business are to be listed. We must call a spade a spade. Say, intellectual property rights. If one files application for patent as free trade in on country, this filing is automatically applied to other countries. Can we introduce such a system on a multilateral basis? In reality, we must file country by country. Too costly.
Koreans are game freaks. Cable TV broadcasts PC game matches. Distinct points different from Japan are overenthusiasm regarding PC games. (a matter of difference in national character)
As for the Korean content industry, not only the administration in charge of ICT but also administrations in charge of culture are actively promoting the industry.
I expect a new cultural possibility in East Asia. We can find a positive significance in cultural exchange across borders via broadband platforms.
Obstacles for content distribution are the costly international communications charges. For example, should there be an international joint plan to produce a CG-based film in many Asian countries, this will face unbreakable walls of international communications charges.
Upon discussing international communications charges, the issue is to be classified into three categories. One is access charges, then backbones, and the narrow definition of international circuit, including submarine cables. International circuit charges have been reduced to a level of one-fifth to one-eighth the charges three years before; accordingly, enemy number one would be prices of local loop or backbone.
APRICOT (the Asia Pacific Regional Internet Conference on Operational Technologies) projects are comprised of major part of human resource development.
With regard to human resource development, as there are many moves including APNIC, it would be better to collect information.
Upon developing an action plan, funding scheme shall be studied according to the implementation process of the action plan.
There is divergence between frameworks of ODA and reality of ICT. This is the problem. Accelerated decision process, shortened redemption periods and multilateral scheme in addition to bilateral ones are to be enabled. This is a good occasion to publicize ODA proposals as a report including the "15 billion dollars in five years" proposed at the Kyushu-Okinawa Summit meeting.
ICT initiatives shall, in principle, be led by the private sector. On page 64, the term "restraints on use" refers to "more than three years." However, projects which take three years or longer are ODA-related ones. Accordingly, the expression "ODA/OOF" shall be read as "ODA." And, although it says the decision process periods are "more than three years," this shall be "long term."
Asia expects Japan to implement two things. One is to apply ODA to ICT. The other is related to deployment of Japanese manufacturers in Asia. In particular, medium-sized vigorous manufacturers striving to deploy their business in Asia are facing difficulties in establishing information networks between Japan and local bases. An environment, in which Japanese medium-sized manufacturers can use a hub, such as IX, shall be prepared.
It is indispensable to construct and improve information networks and collaboration between Japanese manufacturers and Asian ones. This will lead to invigoration of the content industry.
I would like to propose that by the next-meeting each member would submit a note as an additional comment containing two points, namely, what kind of restraints are there, and what kind of demand is there.
At the "Japan, China and Korea Trilateral ICT Ministerial meeting in Marrakesh, Korean Minister Lee Sangchul stressed "Digitalization of Cultural Heritage" and at his press conference the phrase was positioned as the top priority. Some proposed an idea that old animations archived here and there are suitable content to be transmitted to Asian countries. This kind of ideas would comprise the action plan in a real sense.
Taking a look at the "15 billion dollars in five years" proposed at the Kyushu-Okinawa Summit meeting, some say "there is no progress due to proposals on conventional projects from ministries." At this study group, we will make an attractive action plan.

     Mr. TAJIRI, Senior Advisor for International Public Relations of the International Policy Division, explained the schedule in accordance with Reference Material 3-4 "Schedule from now on (draft)" and the Secretariat is to inform members of details of the fourth meeting.
