   Mr. TAJIRI, Senior Advisor for International Public Relations of the International Policy Division, made an explanation on the public comments toward the Points of Report in line with the Reference Material 6-1 "Results of the Invited Public Comments toward the Points of Report."

At the Asia & Pacific Internet Association (APIA), a hot topic is the need to prepare international IXs in the Asia-Pacific region. For example, there was an initiative to prepare an international IX for covering Nepal's traffic, the IX in question was actually constructed. Such initiatives have been arising around Asian countries/economies. Thus, it is vital to carry out research and study on comprehensive measures to prepare broadband infrastructures in Asia.
The Asia Pacific Broadband Summit 2002 Tokyo was convened by the Internet Association Japan (IAJapan), the Internet Association of Korea (IAK) and the Internet Society of China (ISC), with the purpose of contributing to development of the industry which make use of broadband in the Asia-Pacific region. At the Summit, the three Internet organizations came to conclude a trilateral Memorandum of Understanding (MoU) concerning promotion of cooperative ties among the three. Based on this MoU, the three agreed to continuously hold the Asia Pacific Broadband Summit, and to deploy various activities. Next year's Summit will be held in Beijing. Please recognize that in addition to efforts at the ministerial level among the three countries, such initiatives at the private-sector level are in progress.
At the IPv6 Promotion Council, verification experiments were conducted between Japan and China and recently verification experiments were also carried out between Japan and Korea. This Report shall contain such efforts of the IPv6 Promotion Council.
A project for translation contained in a public comment sent from the Center of the International Cooperation for Computerization (CICC) is important -- in other words, preparation of dictionaries is vital. This suggests that one of reasons why Japan, China and Korea became leading countries is dependence on the dictionaries. When looking into Southeast Asia, countries/economies in the region lack such dictionaries. Preparation of dictionaries requires labor-intensive work. Under such a declining economic climate, taking into consideration the bearish private-sector investment, governments should try to drum up new public investment for this kind of business.
This Report says that preparation of statistics is vital. At present, however, basis for statistics on diffusion rates differ from country/economy to country/economy. Accordingly, in a sense, it is meaningless to set forth diffusion rates as numerical goals. With respect to unified methods for carrying out surveys on numerical data, it is critical to build shared recognition promptly and internationally.
In "Chapter II. Current status and challenges" of this Report, "(1) Domestic infrastructures and (3) R&D networks in Asia (testbeds)" are separately set, however, in "2) International infrastructure preparation in the Asian region" of "Chapter III. Measures to be taken, " they are integrated. As a result, descriptions on R&D networks become ambiguous.
Descriptions on efforts of Japan-China-Korea are included in "(2) International infrastructures," "Chapter II. Current status and challenges" of this Report. In addition, considering that networks linking Northeast Asia and Southeast Asia have become a focus of attention, this should be included in this Report.
This report is rich in content. I would like to give thanks to the Secretariat for reflecting the opinions of Members. I believe that it is vital to take feasible and gradual actions.
