A survey (the 5th) targeting enterprises was performed as an approved survey under the Statistical Reports Regulation Law. The execution of this survey, from sampling to tabulating, was subcontracted to the New Information Center (corporation).3. Survey Summary

Industries targeted were based on the Standard Industrial Classification for Japan (Major Groups) of "Construction," "Manufacturing," " Electric, Gas, Heat Supply and Water," "Transportation and Communications," " Wholesale and Retail Trade, Eating and Drinking Places," " Finance and Insurance," " Real estate," and "Services ". However, these categories were integrated into 7 categories as listed below.

(1) Regarding weighting
In order to collect a sample that allows sufficient analysis of each type of industry, a systematic sampling of enterprises stratified by employees size was carried out. However, if an analysis were done on these results as is, the trends of industry types (scale) with a smaller distribution ratio would be reflected more strongly than they merit. Therefore, in this report a weight value was calculated as a standard for all the data to make it agree with the population, and analysis was then done on these adjusted results.

(2) Regarding calculation
Because the calculations stated in the tabulation were rounded to fit, they may not total to 100.
In these figures "N" represents the number of enterprises adjusted using the weight value.
The relative number of "Real estate" enterprises was small making independent analysis difficult. Therefore, it is included under "Service and other Industries"
(3) Regarding chronological comparison
The calculations used for chronological comparison in this survey (1998) were taken from the survey results of enterprises with 300 or more employees because the category of enterprises with 100 to 299 employees was begun only with this year's survey. Additionally, the number of effective responses (samples) prior to weighting follows: 1996 = 1,943; 1997 = 1,989, and 1998 = 1,473.
