  4.   Agenda

    (1) Approval of the amendment to the Articles of Agreement Concerning Interconnection for type 1 designated telecommunications facilities of NTT East and NTT West (amendments to FY 2005 interconnection charges, etc. based on actual cost methods) [Inquiry No. 1147, December 20, 2005]

    Deliberations were conducted based on the report from the Interconnection Committee, which had studied and reviewed the matter. As a result, the Telecommunications Council reported to the MIC that it would be appropriate to approve it on condition that the following two points are ensured:

    1) Interconnection charges for dry copper are calculated using unadjusted cost, according to the Rules for Interconnection Charges.

    2) The number of dry copper lines in operation will be calculated in the same manner as the other lines for use in calculating the interconnection charges, by halving the sum of the number of lines at the end of last fiscal year and the number of lines at the end of this fiscal year.

    MIC was requested to take the following two measures:

    1) As for the interconnection charges for public payphone functions, the handling of NTS cost, which is deducted from the cost of interconnection for local switch function, will continue to be relevant. MIC should clarify the issue and develop rules and regulations as necessary.

    2) NTT East and NTT West should conduct expedient measurement of work time concerning the procedure charges for new services or those that would be affected by system development, and report the results to the MIC. If revisions are necessary, the reported results should be reflected in the yearly recalculation of interconnection charges.

    Concerns the revision of the interconnection charges for FY 2005, in which the actual cost method is applied for leased and other lines, and other procedure charges.

    (2) Partial amendments to Telecommunications Business Law Enforcement Regulations
    [Inquiry No. 1148, December 20, 2005]

    Deliberations were conducted based on the report from the Universal Service Committee, which had studied and reviewed the matter. As a result, the Telecommunications Council reported to the MIC that it would be appropriate to make the amendments after the proposal in the inquiry was partially revised.

    [ Summary]
    Concerns the revision of related ministerial ordinances by the MIC, to be done as a result of the report on the framework for Universal Service Fund System from the Telecommunications Business Division meeting held on October 25 of last year.

    (3) Approval of the amendment to the Articles of Agreement Concerning Interconnection for type 1 designated telecommunications facilities of NTT East (FY 2006 interconnection charge calculation based on LRIC method) [Inquiry No. 1151]
    As a result of deliberations, it was decided that the details of the inquiry would be announced publicly, through press releases and such means as posting on the web, to invite public opinion.

    Concerns changes to be made to the Articles of Agreement Concerning Interconnection of NTT East and NTT West, including the provision of the FY 2006 interconnection charges calculated by using the revised LRIC model, as a result of the ministerial ordinance to revise part of the Rules for Interconnection Charges promulgated/partially enacted on February 9, 2006 (Ministerial Ordinance of the Ministry of Internal Affairs and Communications, No. 18 of 2006).
