• Ministry of Posts and Telecommunications councils will be reorganized and integrated in accordance with the Basic Plan concerning the Realignment and Rationalization of Councils, etc. (April 27, 1999).
  
  
• Institutions will be individually placed under the administration of the Ministry of Public Management, Home Affairs, Posts and Telecommunications or the Postal Services Agency. The organization and activities of the institutions, however, will basically remain unchanged.
  
  
• The Regional Bureaus of Telecommunications and the Okinawa Office of Posts and Telecommunications will be placed under the Ministry of Public Management, Home Affairs, Posts and Telecommunications. All other regional bureaus will be placed under the Postal Services Agency; the organization and activities of the bureaus will basically remain unchanged except in selected instances.
