Establishment of the Communications Research Laboratory
as an independent administrative Institution (Reference)

The Communications Research Laboratory (CRL) was established by the central government to perform research and development activities as an experimental research institution for basic and advanced research and development in the information and communications field. The laboratory will be reorganized as an independent administrative institution in April 2001.

By transferring affairs and activities that have been performed by the government to 59 independent administrative institutions including CRL, these institutions will lay the groundwork for more efficient and effective performance of these activities.

By planning to establish CRL as an independent administrative institution at the present time, The following merits will be achieved by establishing the laboratory as an independent administrative institution.

Enable the laboratory to utilize flexible financial management
(2)
Create an organization and personnel management that are adaptable to circumstances
(3)
Introduce a performance-based evaluation system to establish clear objectives and assess performance results
(4)
Ensure transparency in organizational management
