February 28, 2024 Announcement of “Second Summary of Working Group on Public Broadcasting” and Results of Solicitation for Opinions

The Ministry of Internal Affairs and Communications (MIC) solicited opinions from Tuesday, January 30, through Tuesday, February 20, 2024, on a draft of the “Second Summary of the Working Group on Public Broadcasting,” prepared by the Working Group on Public Broadcasting (chaired by MITOMO Hitoshi, Professor, Graduate School of Asia Pacific Studies, Waseda University) under the Study Group on the Broadcasting System in the Digital Age. As a result, 120 opinions were submitted.
Based on the results, the Second Summary of the Working Group on Public Broadcasting was finalized at the 19th meeting of the Working Group on Public Broadcasting (held via email from Wednesday, February 21, through Monday, February 26, 2024). Accordingly, MIC has decided to open the same to the public, along with the results of the solicitation for opinions.

1. Overview

MIC has been holding the Working Group on Public Broadcasting under the Study Group on the Broadcasting System in the Digital Age since Wednesday, September 21, 2022. In the context of information spaces expanding beyond broadcasting, including the Internet, and to permeate the value of broadcasting content, such as reliable information dissemination throughout the entire information space, the Working Group has been considering the approach to Internet distribution by the Japan Broadcasting Corporation (NHK) and published the Summary of the Working Group on Public Broadcasting on Wednesday, October 18, 2023.
Subsequently, the Working Group on Public Broadcasting further discussed issues that were identified as requiring further study in the summary. Then, opinions were solicited from Tuesday, January 30, through Tuesday, February 20, 2024, on the draft of the Second Summary of the Working Group on Public Broadcasting, which was the outcome of the discussion of the Working Group. As a result, 120 opinions were received.
Based on the results of the solicitation for opinions, the Working Group on Public Broadcasting, at its 19th meeting (Wednesday, February 21 through Monday, February 26, 2024, held via email), finalized the Second Summary of the Working Group on Public Broadcasting. Accordingly, MIC will open the same to the public, along with the results of the solicitation for opinions.
