February 29, 2024 Results of Solicitation for Opinions on Partial Amendments to Standard Terms and Conditions for Letter Service for General Cargo Automobile Transportation Business Operators and Light Cargo Vehicle Transportation Business Operators, Inquiry to and report from Information and Communications and Posts Administrative Council
The Ministry of Internal Affairs and Communications (MIC) solicited opinions from Saturday, January 13, through Tuesday, February 13, 2024, on draft notices for partial amendments to the Standard Registered Mail Terms and Conditions for General Cargo Automobile Transportation Business Operators and Light Cargo Vehicle Transportation Business Operators, following the decision on the Plan for a Comprehensive Review of Regulations in light of the Digital Principles. However, no opinions were submitted. Additionally, today, MIC sent an inquiry to the Information and Communications and Posts Administrative Council (chaired by AIDA Hitoshi, professor emeritus at the University of Tokyo) about both draft notices and received a report stating that the original drafts are appropriate.
MIC plans to promptly make the announced amendments based on the report and other considerations.
1. Amendments overview
In light of the Plan for a Comprehensive Review of Regulations in light of the Digital Principles decided in June 2023, amendments will be made to the Standard Terms and Conditions for Letter Service for General Cargo Automobile Transportation Business Operators (Notice of MIC No. 410 of 2015) and Standard Terms and Conditions for Letter Service for Light Cargo Vehicle Transportation Business Operators (Notice of MIC No. 25 of 2016). These amendments concern the service area, acceptance dates and times, size and weight limitations of mail items, and methods of displaying the tariff for services provided by special mail business operators offering specified mail services.
2. Results of solicitation for opinions
MIC solicited opinions on the draft notices from Saturday, January 13, through Tuesday, February 13, 2024, but no opinions were submitted.
3. Report from Information and Communications and Posts Administrative Council
Today, MIC sent an inquiry to the Information and Communications and Posts Administrative Council on both draft notices and received a report endorsing the original drafts as appropriate.
4. Future plans
MIC intends to make amendments to the Notices promptly based on the Council’s report and other considerations.
