September 7, 2018 Establishment of ASEAN-Japan Cybersecurity Capacity Building Centre

The Ministry of Internal Affairs and Communications (MIC) has been cooperating with ASEAN member states in cybersecurity capacity building. As a part of MIC’s initiative, the ASEAN-Japan Cybersecurity Capacity Building Centre (AJCCBC) will be established in Bangkok, Thailand. The opening ceremony of the centre will be held on September 14, 2018.
Taking this opportunity, MIC will further strengthen its cooperation with ASEAN member states in cybersecurity capacity building.

1. Background and Purpose

In the AJCCBC, the Electronic Transactions Development Agency (ETDA) under the Ministry of Digital Economy and Society (MDES) of Thailand will implement a project of human resource development on cybersecurity capabilities in ASEAN with the financial support of the Japan-ASEAN Integration Fund (JAIF). This initiative was agreed at the ASEAN and Japan Telecommunications and Information Technology Ministers Meeting last year.
From this month, the ETDA will invite cybersecurity officers of government organizations in each ASEAN member states to the centre so that they can participate in a Cyber Defense Exercise with Recurrence (CYDER)* program.
The opening ceremony of the centre will be held in Bangkok with attendance of Katsuya Watanabe, Vice-Minister for Policy Coordination of MIC and Dr. Pichet Durongkaveroj, Minister of Digital Economy and Society of Thailand, as well as representatives of ASEAN member states.

    CyberDefense Exercise with Recurrence (CYDER) is a project led by the National Institute of Information and Communications Technology (NICT) in Japan to conduct hands-on cyber defense exercises for the information system personnel of government organizations, local governments, independent administrative agencies and critical infrastructure providers, etc.
