December 3, 2019 Results of Third Meeting of Japan-Viet Nam Joint Working Group

The Ministry of Internal Affairs and Communications (MIC) and the Ministry of Information and Communications of Viet Nam held the third meeting of a Japan-Viet Nam joint working group in Hanoi on November 29, 2019. The participants of the meeting from Japan were headed by Mr. Ken Watanabe, Director-General for International Affairs of MIC’s Global ICT Strategy Bureau, and those from Viet Nam were led by Mr. Hoang Anh Tu, Deputy Director-General of the International Cooperation Department.
At the meeting, Japan and Viet Nam discussed the further cooperation of Japan and Viet Nam in the fields of cybersecurity, 5G, and smart cities for the future.

4. Results of meeting

MIC and the Ministry of Information and Communications of Viet Nam discussed the further cooperation of Japan and Viet Nam in the fields of cybersecurity, 5G, and smart cities for the future.

1. Cybersecurity

Japan and Viet Nam confirmed their continuance of exchanging information in the field of cybersecurity while reinforcing the cooperation of the two countries in human resource development in the field of cybersecurity through the Japan-ASEAN Cybersecurity Capacity Building Centre, as well as in technical cooperation projects on cybersecurity and other opportunities.

2. 5G

Japan and Viet Nam exchanged views on initiatives for the introduction of 5G and other advanced technologies along with the introduction of ICT in the entire society and agreed to continue discussions on the possible future cooperation of the two countries.

3. Smart cities

Concerning the formulation of evaluation indicators for the establishment of smart cities in Vietnam, both countries agreed to Japan’s support for an expansion of the demonstration results of a smart city in Dalat to other cities. Furthermore, they also agreed to strengthen further cooperation activities on smart cities, including joint research projects with the National Institute of Information and Communications Technology (NICT).

In March 2017, Ms. Sanae Takaichi, then-Minister for Internal Affairs and Communications, agreed to set up the working group with H.E. Mr. H.E. Truong Minh Tuan, then-Minister of Information and Communications of Socialist Republic of Viet Nam, who visited Japan at that time, to discuss cooperation matters and develop the further cooperative relationship of the two ministries. It was the third meeting following the first meeting held in Hanoi in January 2018, and the second meeting held in Tokyo in December 2018.
