December 5, 2019 Survey on New Wireless Usage on 900-MHz Band

The Ministry of Internal Affairs and Communications (MIC) assumes that the digital MCA system will be gradually migrated to an advanced MCA system (under institutional development in April 2019). To contribute to the study on the technical conditions of the new wireless system to be introduced after the migration of the digital MCA system, MIC will conduct a survey on new wireless usage in the target frequency bands (in ranges of 845 to 860 MHz and 928 to 940 MHz) from Friday, December 6, 2019, to Wednesday, January 15, 2020.

1. Background and purpose

MIC officially announced an action plan for spectrum reallocation (revised version of fiscal 2019) on September 9, 2019, which states that MIC will start studying the migration time of the digital MCA system to the advanced MCA system by the end of fiscal 2019, and the technical conditions of the new wireless system after the migration to the digital MCA system by the end of fiscal 2019 degree.
With consideration of the above, the Ministry of Internal Affairs and Communications will conduct a survey on new wireless usage in the target frequency bands (in ranges of 845 to 860 MHz and 928 to 940 MHz) to contribute to the study.

2. Survey outline

1. Targets

Those who plan or envision new wireless usage on all or part of the target frequency bands (in ranges of 845 to 860 MHz and 928 to 940 MHz) during or after the migration of the digital MCA system (the timing of the completion of the migration is currently unknown)

2. Survey period and response deadline

From Friday, December 6, 2019, through Wednesday, January 15, 2020 (no later than 6 PM)

3. Future plans

With consideration of the results of this survey, MIC will consult with external experts as necessary, and study technical conditions for the new wireless system. The outline of the results of the survey and the new wireless usage to be studied will be announced separately.
However, responding to this survey does not mean that new wireless usage in the target frequency band is permitted.
